Disability Insurance Plan – Introduction
After visiting disabled children in Canberra, Ms Gillard said that she believed that the right thing to do was to continue supporting the national disability insurance scheme in Australia. According to Ms Gillard, there comes a time when people have to move from the political perspective and adopt a sociological perspective on issues affecting the lives of citizens. Her sentiments assert that it is high time for the political class to move from words that are a characteristic of politics to actions aimed at improving the lives of the people they serve. For instance, she argues that one cannot use the national disability scheme as a vote winning strategy and detach him or her from the scheme concerning implementation (Australian Institute of Health and Welfare, 2011).

The Canberra’s School of the Disabled could receive budgetary funding and clarified that the campaigns spreading rumours on levy for the program are misguided. Ms Gillard also encouraged leaders from NSW, Queensland, Victoria, and Western Australia to ensure that the shared funding deal is not politicized. The launching of the scheme was expected to take place in South Australia and Tasmania. This is a significant step toward alleviating the inhumane suffering, discrimination and limitations faced by the disabled in the society. In addition, more needs to be done on the project to make sure it achieves the desired outcomes to change the lives of 410,000 people living with disability and not a political instrument.
Ms Gillard denied the possibility of the liberal states politicizing the sensitive issue of the disabled. According to the Disability Reform Minister, an agreement among three states to launch the NDIS will have a positive impact on the lives of the disabled and their families. Ms Macklin confirmed that NSW had received $300 from commonwealth to cover up to 10,000 disabled persons in the Hunter region. According to Ms Macklin, the Australian government always has the disabled people and is planning to provide for them despite the financial difficulties.
Political Frame and perspective
Political tactics in the health arena threaten successful implementation of the proposed strategies. According to the Australia’s Labour Minister, health care is a sensitive issue, which politicians can manipulate to achieve maximum benefits. A report indicates that Jason Clare declared on the media that health should not be politicized because it can result to suffering and death of citizens (Australia Bureau of Statistics, 2011). The politics of health is complex and sensitive because politicians do not want to be held accountable for the citizens’ lack of lifesaving treatment and medication. The increasing need for funding because of the aging society in Australia is currently more expensive than what the government and commonwealth can raise.
New strategies to include private institutions in the medical scheme, contain costs, and promote service delivery should be put in place. For achievement of the program’s objective, the NDIS has to be coupled with strong policies, accountability at personal and government level, and societal change in order to accommodate the plight of the people living with disability. Australia enacted a legislation to address social injustice and discrimination against the disabled in the society in 1986. In addition, the legislation was meant to change the perception of disability from a medical problem to a social problem as well as persuade the people to accommodate the disabled. These good policies have continued to raise fruitless hopes for the disabled and their families. According to Organization for Economic Co-operation and Development (2009), Australia has done the least to improve the living conditions and environment for the disabled. For instance, the employment rate of the disabled has been on the decline since the 1990s. The national disability insurance scheme was proposed by the Australian Government Productivity Commission and submitted to the government on July 2011. The NDIS is used as a political stunt in Australia whereas the needy are left to suffer. A report indicates that politicians use the disabled for public shows but do not have their interests at heart. For example, posing with them after winning Paralympics and they cannot help in the establishment of facilities to enhance their comfort and access to basic facilities and amenities.
The main aim of the economic perspective in Australia towards health and safety activities is to maximise the efficiency by utilising the economic resources in order to provide best class health services. Australian government has framed economic policies which encourage the health sector market player to invest heavy amount in order to setup the health care services so that better health facilities are available for the people (Westwood & Graham, 2000). Despite the success in the enactment of various terms & policies to improve the welfare of the disabled, integration of the Australians with disability into the society is very poor. For example, only one-tenth of the disabled have the opportunity to participate in activities out of the house. According to Cummins et al. (2007), only half of them continues with schooling beyond the age of 10, a very low employment rate (31%) more than two-thirds of the working population earns less than $320 in a week, only 20% have access to support needs, there is limited access to basic facilities like wheelchair, and carer’s live under deplorable conditions as compared to other groups of workers (WHO, 2008). Government has helped in order to setup the free market model in the health sector which helps in better trade relations giving encouragement for the companies to setup good health services infrastructure. Also high disposal income of the people in Australia helps in order to avail good health services. Economically, the success of the NDIS program requires additional funding to ensure the persons with disability live with dignity. According to the Australian Government Productivity Commission (2011), the main government funders could not meet the funding requirements to enforce reforms in the current scheme. The government allocated $1.8 billion to enhance development of the regional health infrastructure during the financial year 2011/12. To support delivery of best quality services, the government gave grants worth $1.33 billion to 63 regions hospitals in five years. In addition, according to the Minister for Ageing, Nicola Roxon, the Gillard’s government offered a regional health hospitals fund late 2011 to ensure that Australians can receive quality health care from different areas of the state.
In this perspective focus of the health care service provider is to know the cause of disease and factors which can cure for the disease. Some of the important factors which have helped in improving health conditions in Australia through Epidemiological factors include improvement in sanitation, clean water, good working conditions and nutrition among the people (Australian Institute of Health and Welfare, 2011). All these factors are the focal point in order to improve the health status of the people in Australia as health status of the people is as important as their social, economical or political status. The current Epidemiological factor helps in order to prevent disease and promote healthy living style. Finally, the epidemiological perspective was adapted to change people’s perception of the disability from medical condition to a societal status.
The disabled are still separated from the society just like they were 40 years ago and are considered as the invisible community. The sociological trend in Australia for health service would emphasis on the dependence of health services on the societal and cultural based factors. Another important element which is considered in the sociological impact for health service includes equity, fair and justice treatments for the health service. There are dominating relationship between health service provider and patients which are shaping the future of health services in Australia. There is no equal treatment in the Australian society towards disabled hence in order to ensure equity and justice implementation of the national disability insurance plan should be implemented. According to Australia Bureau of Statistics (2010), the disabled are affected by discrimination culminating from the construed social attitudes whereby they are treated as second-class as compared to the other people. In addition, it is perceived that the disabled persons are evil, deserve pity, cannot be productive, and are an extra burden that can only drain the society and diminish its members’ chances of climbing the social ladder in the society through acquiring the opportunity to compete for the limited opportunities. In Australian society there is dominance for the medical professional and disables are strongly discriminated in society due to financial incapability. National disable insurance plan would help in order to make common ground for the disable citizen in country.
NDIS program is aimed at supporting the people living with disability to ensure that they have equitable access to resources in the society. Its objective is achieving economic and social development and helps them develop autonomy in decision making. Despite enactment of various legislations to protect the rights of the disabled persons, they continue to suffer and face discrimination because of inadequate allocation of finances, politicization of the NDIS, and societal attitudes. For achievement of the schemes objectives at the individual level, the scheme must be coupled with a strong policy, efficient leadership and accountability, as well as social change.
